Not as far as I know - only the NT administrator should have those rights.
As a developer you would want administrator rights in Access Manager,and read/write access to some files on the NT machine and also access to the database connection.

You do NOT need admin rights to build cubes, just sufficient rights to read and write to the temp directory(ies) specified in your preferences.
As mentioned, if this is a secured cube, you will need sufficient access to the model, data sources, etc ... but nothing to do with NT permissions.
