Transform file fails with MSI 1

On a WinXP Pro device the MST file fails to install Outlook 2003. I fails with the message "Please go to the Control Panel to install and configure system components". The installation works when performed manually. Has anyone seen, or come up with a solution for this issue?

I found out about 3AM that the code that I was using was corrupt. MST worked great against a different MSI.

Thanks for the feedback and report. My own guess was a bad VLK used when sealing the application.

I am not sure why MSI seems so brittle at times.
