Transfers to endpoints in DND fail

Mxe 11.0.2.19 w/Embedded VM. x3003 is a multicall key

With x3003 in Do Not Disturb, transferred calls will not go to MB3003.

x3003 has call re-reroute 1st Alt set to VM, with all columns set to "This". If I internally call x3003 (while in DND), I hear MB3003 greeting as expected. If I try to transfer an external call to x3003 (while in DND), I hear the MB3003 greeting begin, but when I press release, the external call just starts ringing back on the transferring endpoint instead of completing transfer to MB3003.

Most reasonable explaination is the the user is pressing the cancel key before hanging up, thus canceling the transfer and causing the held line to recall

Duh! I knew this one.

VM COS - Changed Public Network Access via DPNSS to yes; issue resolved.

Believe it or not, that was my first thought but it would have affected all calls I thought, not just transfers.

dont see how this cos settings effect's transferring to embedded vmail??
