Transferring extension to outside line

I have installed a Partner ACS R7.0 to be used in a parking garage of a large company. I have it programmed that when a caller at a single line phone(emergency phone)in the parking garage comes off hook it auto dials the Guard Desk (extension 10). If the guard is away and on his/her rounds they would like to have the garage caller ring the guard's cell phone number when they come off hook. I think the only way this could be achieved is by using Remote Call Forwarding (#322 and F11) to call guards cell phone number. The guard would activate the Remote Call Forwarding from his/her telephone (ext 10).

When Remote Call Forwarding is active, all calls that ring at the extension are forwarded to the
telephone number programmed to the specified Personal Speed Dial code. As soon as the call
rings at the extension, the PARTNER system places a call to the specified telephone number and
conferences the two calls together. Page 8-60 partner 6.0 manual.
This will work if he has a digital set. Not sure how to do it at a slt.
