Transferring data from GPRS modem to PC

Hello,
Why can't I telnet the IP address provided by the APN. I connect the GPRS modem using Hyperterminal, once connected i receive a routable IP address, but when I try to ping it or telnet I get time outs.

Aim: I am trying to get data into my pc from a GPRS modem which is connected to a utility meter.

I am using VPN.COM APn provided by Rogers in north america.
But still no luck!!!!!

Am i missing something???

Any suggestiong or help would be highly appreciated
