Transferring Custom Layouts to another Database

I have created a customized layout for my master database. It is a .cly file. Now what I want to do is take that layout and put it in a new database with all its functionality(drop down menus, etc.). What is happening is I am taking the customized layout .cly file and copying it from the layout folder in my master database files. Then I am taking that .cly file and pasting it in my new databases layout folder. I am able to bring up the layout with my customized tabs in the new database, but I have lost all the functionality that goes along with them. ALL their fields are grey and are not accesible. No drop down menus, no yes/no boxes, no nothing works. How can I get back the functionality I had with my master database into my new database?
 
The fields and pull-downs are in the database... the CLY file only determines where the fields are displayed on the screen.

You need to create the new database with the same fields as the old one - File | New | Empty Copy
