Transfering 8mm video to a CDR

I am looking into tranfering my 8mm video films onto CDRs (format VCD) so that I can play them on my DVD player and also edit the film (cutting, adding music, title etc.).

My current system is:
ABIT KT7A motherboard
1ghz athlon
764RAM
40Gig HD
ATI Rage 128 graphic card (slotted in the AGP slot i think)

I know that I need a card to capture the video, could someone recommend if I should buy a new graphic card with video capture , or get a TV-card with video capture.

Also if anyone know of a guide for doing this transfer.

I don't want to spend a fortune (between £40 and £60)
