Transfer to Mobile, recalls before answer

We have a CXi Latest MCD, which users have setup their voicemail with their mobile numbers in personal contact details. When a caller rings the DDI and it is sent to voicemail, the caller is invited to press 2 to forward to the mobile. This works....kind of....the users mobile rings twice and then stops, and the caller it sent back to the voicemail auto attendant.

I initailly assumed this is a recall timer on either the vm ports (as this would be initiating hte call) or the trunks. I've changed the hold recall and transfer recall timers but had no success, could anyone point me at the right setting.
 
Are you using analog LS trunks?
Also, can the user actually take the call?

Both good questions,
No, our trunks are digital and got through an ISDN 30.
Not sure if the user can take the call, we never checked.
 
Modify the transfer recall timer of the VM ports or the trunks. (Most likely the trunks) Default is 17 seconds.
