I can't seem to set up a call flow for a particular user. I want the incoming caller to be able to transfer from the users' VM to another user or extension.
Have you set Voicmail reception in Manager,
this sets a transfer destination for the caller if they dial 0 instead of leaving a msg (works for both Lite & pro)
