Transfer only mailbox issue

MCD 4 with embedded VM

I have a a few sites all running the above.

On one I have set-up a a group of people's mailboxes as menu nodes with an option to press X to get to the help desk.

set-up a transfer only mailbox as say 1234 with the extension number being the help desk and assigned it to button X.
it works flawlessly. this site and the help desk are in different locations.

I tried to replicate this on another site, however not as smooth. you get an immediate "please enter your mailbox number"

however if I set the transfer extension as one of the extension's on the same site it works, but when i try it with the help desk or another extension it flashes a ring on the handset and then plays the "please enter mailbox...."

Any idea what is tripping it up?

in case this is of use to anyone in the future set this up to be answered by and ACD q that interflowed to the speedcall for the help desk.
