Transfer on DSS to external number (2400 ICS)

I have a virtual extension built in my 2400 ICS and CFA is set to the outside number including the 9. I then put this virtual extension on the main DSS key 59.

I get a restrict when transferring via the DSS, but can manually transfer to the virtual and complete the external call without a problem.

I'm stumped.

Couldn't figure out why this wouldn't work, so I just programmed it as a speed dial key. Problem solved.
