Transfer issue

Hi.
Probably an easy one I hope.
Generally I look after avaya systems, had this one thrown at me.
BCM400. T7316.
When trying to transfer a call the user see's the following display on his handset.
'incoming calls only'.
The user can make calls out just fine. It seems to be a transfer issue.
They are transfering by using the Norstar Button - 7,0.

Any ideas? Thank you.

Sounds like button is not programmed.
Also there is a Transfer button on the screen so why wouldn't they use that?.
