Transfer failed - but no undeliverable msg to user 1

We have many "sent" emails that have "Transfer failed" in the properties. The problem is that our users do not get an "undeliverable email" email sent to them by the system to let them know that it did not go through. Is there a switch or something else that we can do so they get the undeliverable message? (GrpWs 6.5)

It was under the <GroupWise> tab, <Optional Gateway Settings>, <Convert Status to Messages>.
