Transfer Calls on PRI to 2 outside numbers

I have a client that has MICS 6.0, PRI and wants to originate an outside call then transfer it to another outside phone number. They just downsized from an Option 81 and they could do it on that system. Would this be something the Carrier would have to allow on the PRI? Thanks....

Can't you conference them, then exit the conference??
