Right now, if I call someone and try to transfer them to an outside number, it won't let me complete the transfer. If they call me , however, there is no problem transferring. What do I need to do to enable this feature on all my phones (they are nortel 2008's on a meridian 1 run switch)?

Transfer call to outside number

the transfer is blocked because the merridian has provided answer supervision, to transfer to an outside line youneed that feature on your inbound trunks, then do a network transfer. otherwise the call drops
