Transfer call issue to another pbx 1

Hi all,

I have a strange issue when transferring a call from an avaya pbx ip office to another brand pbx on another location.
When the avaya ip office receives a call and transfers the call to the other pbx on another location, I hear a busy tone.
They weirdest thing is both pbx's can call each other extensions without any issue and if the avaya receives an incoming call and you press conference button the extension number of the other pbx and conference button again, all of them can talk to each other.

The other brand pbx can transfer incoming calls to the avaya.
I used sip trunk for the pbx's to communicate with each other.
Does anybody have an idea what might be the issue?

By default the IP Office does not allow incoming calls on one trunk to be forwarded/transferred back out on another trunk. You need to allow that. Its somewhere under System | Telephony | Telephony | Inhibit Off-Switch Forward/Transfer.

Stuck in a never ending cycle of file copying.

I checked the system | Telephony | Telephony | Inhibit Off-Switch Forward/Transfer and it is active.
Is something else I need to check?
I will make a trace, but I was wondering Could it be an issue with the firewall vpn setup?

I disabled it and the calls are transferring to the other pbx
