Transfer and Hold issues

Here is the scenario.

The recption recives a call and transfers it to ext 135. On ext. 135 the line light and intercom lights light up and she answers the call. Ext. 135 places the call on hold and tells ext. 125 to pick it up. Ext. 125 picks it up and begins talking. Ext. 135 still has the line and intercom lights lit and her phone beeps for call holding. If she picks up her handset she picks up on Ext. 125 talking to the caller.

I'm not sure what feature to turn on/off to fix this. Any help is appreciated.
 
By the way it's a legend 7.0. The phones are ETR 18d.
 
They are not using the system properly.

125 should either do a PICKUP, Fea 9 or POUND 9, OR 135 should transfer the call to 125.

I take it this was a Partner that was upgraded?
