Transfer a call to a system speed dial

I am waiting on the customer to verify the release of the system. She wants to transfer a caller to a system speed dial - is this possible? She has tried it and says it fails - transfer and Feature 600 for example - should this work? Is there a missing step?
Sorry but I have vague information and am trying to obtain more, my lab system doesn't have any lines attached to it.
Any information is appreciated.

The Partner system doesn't allow you to transfer off-site. The only way you can transfer off-site is with a centrex line (through your provider) or by forwarding an extension internally (R6 and above) to an outside line and transferring the call to that extension.
