We are going to be using the BCM 400 in all of our branches and I was wondering how technical the certification course is? Is it focused more on programming and system admin types of areas?

Also, I wen tto nortel website to get documentation. I found the installation/maintenance items, but nothing on the actual programming from a system admin perspective. Any thoughts to help get me up to speed on this product?

I am familiar with programming the MICS, by using the telephone, is it the same?

I feel that the course is worthwhile and is not overly technical. If you will standardize on it, it is a good idea to take the plunge, get trained, and get all the tools, docs, logic, and understanding of how the box works. Certain programming is available through the phone, but far superior tools in the web interface in a tool called Unified Manager (soon to be migrated to Element Manager).

If your company has the training fundage, then I would go.
Hit "schedule", then "order" to see where and when the courses are offered (through Global Knowledge...which is the only partner Nortel has for official training).
