Traffic question

Getting a busy sometimes when placing calls. On the phone display it says - High Traffic please try call again later. I have checked the PRI's and there always seems to be plenty of channels available. Could this message be an indication of not enough band width on the LAN or MAN? Usually if you try the call again right away the call will go through.
 
are you attempting to use the PRI at a different location going over a WAN link?

We have a Nortel connecting to the CM via 2 PRI's. All outgoing calls from the Nortel traverse the Nortel to CM ties then go out either local or LD PRI's connected to the CM. I have checked these 2 PRI's and there are always plenty of B channels available. I'm not at the site but am told the busy occurs between the CM and Nortel but also from the CM to the PSTN. I have not heard any complaints about outgoing calls from the Nortel so don't suspect the PRI's betwenn the Nortel an CM. There is 1 Publisher and 2 Subscribers in this configuration. 3 different buildings with the Nortel at 1 and a Subsciber in each of the other buildings.
 
I would think CAC (call admission control) is configured to avoid exceeding allocated bw for voice and causing quality issues.
Without further info all is speculation.
