Toshiba Strata Voicemail Help

I'm now supporting a Toshiba Strata DK280 system. I have two users who have inbound DID numbers that will not answer (just rings) and thus will not go into their VM. When a call is transferred to them internally, VM works correctly.

These users are not new, but the problem is. Also, all other users who have inbound DID work correctly.

Any thoughts?
 
I don't have the book in front of me and I'm not taking care of that system anymore, but make sure that the code dialed into the phone (#646 or some such) is the one to forward ALL calls if busy or no answered, and not just internal calls. That would be the first place I look. If Stratagy is answering the calls for the transferred calls then it is working (calls sent to its station group are being answered) - that's why I'm guessing the calls are not being sent there.
