Toshiba Strata Vle Help needed.... 1

Am I missing something? I just got a customer with a Strata Vle. He has some bad sets but a couple of sets need CO line 2 added to them. I pressed the SET button on the KSU and went to station 13 but after pressing the Speaker button, the phone still has all of it's normal capabilities and nothing happens when I dial the programming form access code. It's been close to 11 years since I worked on one of these and from what I remember, depending on which form you were in the LEDs would light differently. No LEDs light as of now.

Does this mean a faulty KSU or a faulty Tech, LOL!

Programming is done from Station 17

I thought it was 13 or 17, at least that is what my manual shows or is it 13 for the Se and 17 for the Vle?.
I will try it though.
