toshiba modem problem

we have a toshiba protege 2010 that has a toshiba v.90 software modem. We have attched it to our local PABX and we need to dial 0 as a prefix to get a telephone line for outside dialing.

We need to dial an isp, but the problem is that the modem immediately gives error of no dial tone, i think the solution lies somewhere in the initializing string, can anyone please suggest an initializing string that may be specific to this modem and which can disable dial-tone detection as well as busy tone detection?
