Help please; wondering on how to turn off a flashing message light on a toshiba phone, any help would be most appreciated.

tough to offer any advice if we don't know what the flashing message is

I do not think they left an option for you to do that. When there will be an incoming message the light will blink. It is one of the default settings of the phone.
