how to show a tooltips test when the user place mouse on a control i.e textbox?

if you want it applicable to most things,
you will need to use DHTML to make the tool tip appear.

I think in the script section they utilize a tool-tip type of functionality. everything on that site is open source, so maybe you'll find something helpful
