Tools -> Security Dimmed

I have the unfortunate task of supporting MS Frontpage 2000. For some reason the feedback forms are serving up the following text whenever users submit the form.

FrontPage Error.
User: please report details to this site's webmaster.

Webmaster: please see the server's application event log for more details.

There are some errors in the server's event viewer that are 'Access Denied' and knowing that Frontpage has it's own security I am assuming that the security is goofy.

I opened the web in Frontpage to investigate the security selecting Tools -> Security from the menu and noticed that the Security option is dimmed out and therefore not available. I found this article in the KB but it does not help me at all.

Are you trying to access the security on the web site verison on your computer? The security will be grayed out unless you are on the live web site, online. It will also be grayed out if your systems adminstrator has not given permissions to create your own.
