I was going thru vfp9 documentation and help files and found help on the toolbox - however the dbf seems to be missing - has anyone used this feature? (Tools, toolbox)

Just tried it. Did you click the "Create in Specified Location" radio button, or the "Locate existing"? I clicked create, and it took right off...
