I notice that when I have more than one document open and I switch between them tool bars seem to open automatically. For instance a "reviewing" or "form" or "PDF" tool bar will pop-up even after I have closed it from both documents.

Is there a way to keep the toolbars from popping up when they are not wanted?

There is a global (or maybe more than one) template. If you are getting the PDF toolbar, you most likely have a global template named PDFMaker.Dot active. Check what you have in Tools > Templates and Addins.

The other toolbars you mention could also be functions of the specific document. The reviewing toolbar can be, I know, rather annoying. The Forms toolbar showing up is a little unusual, and indicates there a template somewhere is turning it on.

What do you want to do? Unfortunately, other than adjusting the existing documents themselves - so they don't have those toolbars - the only answer is to adjust your own Normal.dot to hide those toolbars.

It would take a little VBA.
