Toolbars On Reports

Help this is driving me mad.

I have a Db with and autoexec which is turning off all built in toolbars, there also turned off in the Start-Up options.

However when a user opens a report for preview from a custom menu the report opens and the built-in toolbars re-appear.

I have checked the properties of the report and there is nothing there that I can find that is activating the menu bar.

Where else can I look.
