Toolbars disabled

I had a spyware infection a while ago which I managed to clean up. It did however leave me with a problem that i completely forgot about till now. When I click View -> Toolbars in either Windows Explorer or Internet Explorer all of the options are grayed out except for Customize. I have tried changing
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Policies\Expl orer\NoBandCustomize

to 0 as suggested on one site as well as running a reg file from a site that appears to be a large archive of reg file fixes, neither option worked. Any ideas how I can get this back to normal?
