Toolbar indicates un-read messages?

The outlook toolbar, and the taskbar (where the windows clock is), both indicate that there is an un-read email, but when you look in the inbox there are no un-read emails?

I can resolve the problem by running exchng32 in the run bar, and then the un-read emails appear in the inbox, and by reading them this resolves the problem when you re-open outlook.

But this problem occurs quite frequently on one user, is there anything i can do to resolve the problem permenently?

Are there any rules set up to deliver unread mail somewhere other than the Inbox?
