Toolbar for text frame columns is non present?

Using Adobe InDesign CS. While in training, I saw a field in the uppper toolbar that allowed one to add a specific number of columns within a frame if the user indicates a number in that field.

My version does not seem to have this. I'm wondering if this is a feature that I need to download a plug-in for or if I need to find it within the system I already have.
 
That toolbar is context sensitive so you'll need to have your text tool active in the text frame. Then look for the "A" and "¶" icons. Select the "¶" to get the column control.
