Toolbar Buttons

I have W2K and Outlook 2002(XP). I only get the PGPkeys and PGPtools butons on my toolbar. I have uninstalled both apps and still no joy! Anyone have any ideas why the toolbar buttons to Encrypt E-mail in Outlook 2002 are not there? When I crete a new message i get no toolobar buttons at all. Thanks
