Tool to monitor slow internet on a network

Users complained that the internet was very slow no matter which site one visits. But there was not problem in accessing shared folders or running applications that has the data file on servers.
Though the reason may be from the ISP, is there any tool that can be run to determine the speed and possibly find out the cause of the problem.

this one will work a little better on some really slow connections.

speedtest.net has shown to be the most accurate in our tests and is what we use.
