Tool for Automatic Update of Page - Opinions?

I currently have a web site which has a news page that I update regularly whenever we have new news to promote. However, what I am interested in doing is providing users around the office with some sort of table or form that they can fill in providing a heading and description of their news article, and then have them simply press some sort of 'submit' button which would then update the news page automatically. This would save me having to update the page so often, and would give the users a feeling that they are contributing personally to the company site. As I have never developed anything like this before, I was after opinions on what sort of tools and/or languages that I can research and possibly use to implement this sort of feature?
