Tool bar buttons/Captions won't display. Delphi 6 Enterprise.

Is there someone out there who can please tell me why I can't get the Caption in a
Toolbar button to display even though I have (say) "$First" reflecting in the Caption
Property of the OI.

This whilst the button is hooked to an ActionList1 in which I have declared a DataSetFirst1 Action.
