Tomcat won't run

I am having trouble starting tomcat.it keeps telling me i need to set JAVA_HOME, which is already set...any body seen this error before?

using
Linux 7.1
Tomcat 4.0
J2sdk1.4.0

Are you running it as the same user that installed tomcat with java_home set?
If so, type echo $JAVA_HOME to ensure this is set.
How did you set JAVA_HOME , the best place is in the .bashrc or .cshrc file, depending on the shell that you are running.
Or some sites look for the environment settings in a /usr/local/lib/dotfiles/.cshrc which should be mentioned in your ~/.cshrc
I think I am giving you the right info, I'm fairly new too, but I am accomplished at setting up tomcat.
