Tomcat for WAP

Hi there!
I am working with tomcat 4.0.
Can anybody suggest me how I can configure tomcat for wml??
In conf/web.xml I have all the mime-type mappings for wml, but still it is not opening a wml file.
It works for this URL:
file://C:/Tomcat4.0/webapps/model/wap.wml
But when I try to access the same file through localhost

http://127.0.0.1:8080/model/wap.wml

- it give me "The request failed" error.
I am using Ericson WAPIDE3.2.1 to test this.

Any ideas/suggestions on how I can resolve this problem??
