Toll restriction tables

Customer has Vodavi STS system in school with system phones. . Lines 1, 2, and 4
Admin wants to restrict classrooms from making outgoing calls.
But I said you need to keep ability to call 911

Any help or suggestions would be greatly appreciated

From memory, system looks at restrict tables first, if pattern is found, call is restricted unless specifically allowed (in allow table). So, you'd put 911 in allow. You may also want ability to dial 9 (standard request for outside line) + 11 to reach emergency services (in spirit of recent legislative initiatives). The "rightest" way to accomplish this is via ARS/LCR tables. If you don't have WinDBA, you'll want to map out tables in advance and test, test, test. Good luck.
