Is it true in the land of SIP that you can enter the actual toll free 8XX-XXX-XXXX as the Target Line on a PBX? (or Registration number on a SIP App) and that they are not virtual numbers that need to be pointed to a DID/Landline like in traditional services?

Yes, all voip carriers send the full 10 digit number to the PBX.......even 800 numbers. See voipms and Goldline
