Toggle Wired and Wireless as AD User

I have a user with a Vista laptop that is joined to the domain (Windows 2000 Server), when the user needs to toggle between wired and wireless connections, the laptop demands the admin password. How can I simply allow the user the right to toggle (turn on and off the wired and wireless connections) on the client laptop without giving the user any additional rights?
 
Do you want to make this User a member of the "Network Configuration Operators" and give him a few extra rights?
