another person was doing some testing - he changed his machine to another date (verified via outlook and command line both before and after testing), ran PB using the today() function from his machine (not on a network - all the code is on the PC) and the function returned the actual date of today - not the date on his machine.

Obviously, it seems that it must be going to the server, but that seems strange, I would have thought it would look at the clock on the machine it is running.

Does anyone have an idea of the mechanics of how it actually works?

As far as I know, the Today( ) function uses the local time, because typically developers have issues when writing to a database that the date/time is from the local machine, and not set to the server's time, and therefore actual chronological time is not upheld because of timezones.

I know this is the typical "Geek Squad" fix, but has the PC been rebooted to ensure that all settings are current?
