TOC displays items in the wrong order

Hello. I have a table of contents (TOC) for the images in a book I'm typesetting. The TOC style gets all items with a certain paragraph style, that is applied to the titles or subtitles of each image. The document has a master page with a main text frame, where all text is displayed. The images are in seperate frames. The images' titles are also in seperate frames, and they are grouped together with the corresponding image. These groups - image + title frame - are then pasted into the main text frame. I found this technique to be the best to keep everything flowing and ordererd.

Now, I have two images in one page, say, image1 and image2. Image1 comes first in the text frame in that page, but in the TOC it's displayed after image2. I've tried changing the image order on the layers, tried placing them again... It doesn't work. For some reason, image2 always shows up before image1 in the TOC.

Does anyone know why this happens and how I might solve it?
