Your post messed up the thread but in reviewing your PRI print it looks like 864-338-8368 routes to x231. So what happens when you dial 231.

BTW if you can not make incoming or outgoing calls then your T1 card may be hosed. You may want to power cycle the system or busy restore the slot.
