To provide a domain user access to Terminal Services Manager

We have a client who would like to have a manager in their staff be able to utilize the Terminal Services Manager application to monitor and control other employees. This manager is classified as a Domain User in the AD, is it possible through NTFS or group policy to allow this particular Domain User access to the Terminal Services Manager?
