TNSListner80 does not Start

To access the Oracle Database through the client, the TNSListener80 service must be started but on my Server machine, the TNS Listner Service is not working and still I am able to perform all the functions on the database. How is it possible?

Because you don't use TNSListener80 when accessing the database directly through the server.
