Yes, they take away from the number of available TNs in the PBX.

The exception is 3903V and 3904V sets. They're built on Phantom loops and do not take away from the software count. Apparently Nortel realized that as they could only be used one at a time on a host set, they shouldn't charge you for them. Only the host set in that case will affect the software TN count.
