TNG : Errors when installing Win 9x agent

I am trying to install Win 9X agent so this can be monitored by TNG.
The process takes me to the TNG set up menu then -> Win9x components -> Agents and install 'System Agents'.
An error window appears indicating the following :

Craete process failed for c:\windows\TEMP\CAADMCL\TNGINSTALL.EXE, reason
= A device attached to the system is not functioning (0x1f).

I have tried installing this agent on 4 different PCs running Win 95 and have received the exact errors.

Any help and suggestions will be appreciated. Thanks.
