TNG Command Line Annotations Help

We are trying to automate some of the monitoring we do using the CA Em Console. With the GUI, we can add/edit annotations for messages in the held queue, but we want to have the same ability on the command line. I know of the 'CAWTO' command which can be used to send new alerts to the console, but don't know of a command to update the annotations of messages in the held queue.

Is it even possible to send these message annotation to the console from the command line?

We are using CA Unicenter NSM 3.0.1 on a Windows Server 2003 server.
