TMG ISA 2010 Web Listener not responding

I have TMG 2010 in a cluster with lots of listeners and traffic
last couple of web listeners have been painful to get working and un installing AV got it to work

In the TMG logs the inbound traffic gets denied on the default rule so the new listener is just not responding
This can also be seen when you use network monitor to capture the traffic. I have tried listening on different ports and different IPs
Tried deleting and recreating the listener

Any thoughts please folks....
